Legal context
The digitisation of transport documentation is supported by a solid legal framework in Spain and internationally.
Law 15/2009 allows the consignment note to be issued in electronic format, and the new Sustainable Mobility Law makes the digital use of the control document mandatory within a maximum of ten months from its publication in the Official State Gazette (BOE). In addition, the Ministry of Transport authorises its digital presentation during roadside inspections via QR code or numeric code.
At European and international level, the eCMR Protocol and the eFTI Regulation allow the use of digital documentation in 38 countries. All of this is underpinned by the eIDAS Regulation, which governs electronic signatures and requires qualified trust services, an area in which Docuten operates as a Qualified Trust Service Provider (QTSP).
